Vladimir Laborde is a seasoned executive dedicated to driving economic growth by bridging the gap between U.S. capital markets and Caribbean innovation. As Co-Founder, Chairman, and CEO of the Haiti Business Accelerator (HBA), and concurrently as CEO of Basin Street Technologies, he creates ecosystems where businesses can thrive by navigating complex regulatory and financial landscapes.
Raised in Haiti, New Orleans, and Boston, Vladimir brings a distinct cross-cultural perspective to international business. With a concentration in Political Science and Economics from Boston University. His expertise is grounded in a robust financial career with senior positions at industry giants Fidelity Investments, State Street Bank and Trust, and Morgan Stanley Investment Banking. He subsequently transitioned these skills to the Caribbean, taking on leadership roles in telecom, renewable energy, and digital health infrastructure.
Vladimir’s career is defined by high-level public-private collaboration. He has served as Executive Director of Haiti's Presidential Advisory Council on Economic Growth, CEO of the American Haitian Chamber of Commerce (AmCham), and Chief of Staff of the Center of Facilitation of Investments (CFI). A bridge-builder by nature, through these roles, he has successfully facilitated partnerships with multilateral institutions including the IDB, World Bank, USAID, IOM, and the UN. He is also a co-founder of the Haiti-New Orleans Heritage Task Force, continuing his lifelong commitment to strengthening the economic and cultural bonds between his two homes.

Patrick A. Beliard is a Co-Founder of the Haiti Business Accelerator (HBA), where he serves as Co-Chair of the Board of Directors and Vice President of the Executive Team. As the President of the Fatima Group, President of the OGDNH (Organisation de Gestion de la Destination du Nord d'Haïti), and Vice President of the Chamber of Commerce & Industry of Northern Haiti (CCI Nord), Patrick is a veteran leader dedicated to transforming Haiti’s economic landscape.
Born and raised in Cap-Haïtien, Patrick has been a driver of commercial activity in the region for nearly 40 years. He launched his career by founding Caribbean Purchasing Services in 1986 and Caribbean Transportation Services in 1988.Patrick’s leadership is defined by high-impact development. He was instrumental in the development of the Port Royal PC Terminal in Chinourette, a $60 million project that stands as a testament to his ability to execute complex investments that generate employment and trade.
A graduate of Florida Memorial University, Patrick balances economic development with philanthropic service. He is a Trustee for the Haitien For Haiti Foundation and helps lead the Alfred Beliard Foundation, which focuses on upward social mobility and recently established the Hôpital Notre Dame to serve the medical needs of the Northern Region.

Marie Gabrielle Aurel serves as a Co-Founder, member of the Board of Directors, and member of the Executive Team at the Haiti Business Accelerator (HBA). A results-driven social entrepreneur, she is dedicated to implementing sustainable solutions that allow Haitians to build dignity and prosperity within their home country.
After building a career in the United States, Marie Gabrielle returned to her native Haiti in 2006 to drive development. She is the President and Executive Director of Sonje Ayiti, an organization she founded to curb mass migration by creating local economic opportunities. Since 2009, she has also served as Co-Founder and Secretary General of SAPEN, SA, a vertically integrated agribusiness known for its poultry operations and the Chaw Twopikal dried fruit line4.
Prior to her work in Haiti, Marie Gabrielle spent five years in the U.S. public sector in Georgia. She served as a Data Manager for the Department of Human Resources (Public Health Division) and Operations Manager for the Department of Family and Children Services. In these roles, she managed critical reporting for federal compliance and oversaw budgets for HIV/AIDS patient care.
Marie Gabrielle holds a Bachelor’s degree in Computer Information Systems with a minor in Business Administration from DeVry University. Her leadership has been recognized with numerous awards, including the Vital Voices Fellowship and the title of Fanm Poto Mitan of the Year.

Steve A. Mathieu serves as a Co-Founder and Member of the Board of Directors for the Haiti Business Accelerator (HBA), bringing a distinguished blend of U.S. military discipline, corporate management, and local economic leadership to the organization.
Born in Cap-Haïtien, Steve immigrated to the United States in the late 1980s, where he began a career defined by service and excellence. He served four years in the U.S. Navy (HS-15), earning both the Navy Expeditionary Medal and the Navy and Marine Corps Achievement Medal. Following his honorable discharge, he joined the U.S. Treasury Department in 2002.
In 2007, Steve returned to Haiti to apply his global experience to local development. He is currently the President of the Chamber of Commerce and Industry of the North (CCI Nord), where he is spearheading an integrated development plan for Haiti's Northern Corridor. Simultaneously, as the CEO of the Société Agricole de Production et d'Élevage du Nord (SAPENSA), he champions innovation in agro-transformation and food security.
Steve is also a founding member of FHADIRN and holds leadership roles with "Sonje Ayiti Oganizasyion" (SAO). He holds a Bachelor’s degree in Political Science from Florida International University and a Master’s in Business Administration from the University of Phoenix. At the HBA, Steve leverages this diverse background to mentor young entrepreneurs and build an ecosystem where Haitian businesses can thrive.

Dr. Ronald Cetoute joins the Board of Directors and Executive Team of the Haiti Business Accelerator (HBA), bringing a profound commitment to leveraging education and business as catalysts for economic development. A specialist in entrepreneurship education, Dr. Cetoute plays a vital role in shaping the HBA’s strategic initiatives to foster growth in underserved communities.
In addition to his leadership at the HBA, Dr. Cetoute concurrently serves as the President of the Georgia Haitian American Chamber of Commerce and the Federation of Haitian Chambers of Commerce where he drives economic opportunity for the diaspora. He is also the Associate Director for the Center of Innovation and Entrepreneurial Development at Clark Atlanta University, helping to mold the next generation of business leaders. As a co-founder of the BEL Initiative, he has successfully launched programs focused on entrepreneurship education and solar energy, and recently led a Trade and Investment Mission to Georgia to showcase Haiti-based entrepreneurs.
Born in Miami to a family with roots in Little Haiti, Dr. Cetoute is a first-generation Haitian American whose work is driven by a deep sense of purpose. He holds both Bachelor of Science and Master of Public Administration degrees from Florida A&M University and earned his Doctorate in Education with a specialization in entrepreneurship education from Columbus State University.

Hugh Locke a distinguished leader in humanitarian service and international development. He currently serves as a Co-Founder, Board Member, and Senior Advisor to the Haiti Business Accelerator (HBA), as well as the President and Co-founder of the Smallholder Farmers Alliance (SFA) in Haiti. A veteran in the field of international development and sustainable business, Hugh brings decades of experience to the HBA’s mission of driving economic growth in Haiti.
Beyond his work with the HBA, Hugh is President and Co-founder of Futurra, an organization that orchestrates regenerative agriculture and agroforestry programs and research internationally. He is on the board of One Tree Planted, a global reforestation nonprofit committed to environmental restoration and sustainable land management practices. He is also the Founder and President of the Impact Farming Foundation, which leverages social business models to combat climate change and improve food security.
Hugh’s earlier career involved serving as a senior consultant to major international bodies, including the United Nations Environment Programme (UNEP), UNICEF, and the United Nations Office for Project Services (UNOPS). Throughout his career, he has worked closely with global public figures such as Mikhail Gorbachev, HRH Prince Philip, and His Holiness the Dalai Lama. Hugh is the author of The Haiti Experiment and lectures extensively on the intersection of big data, regenerative agriculture, and smallholder farming.

Reginald Beliard brings over 21 years of experience in shaping marketing strategies for major global corporations, including Starbucks, Ameriquest Mortgage, Wrigley’s, and Monster Energy. While his corporate career spans international markets, his most significant impact lies in his leadership within the Haitian business landscape.
As Vice President of the Fatima Group, a family-owned enterprise transforming commerce in Northern Haiti, Reginald oversees diverse holdings ranging from hotels and warehouses to media and shipping operations. Additionally, as the principal owner of Haiti Shipping Cargo since 2016, he manages logistics and business development, ensuring the movement of goods remains efficient and client-focused. Based in Miami, Reginald leverages his cross-border expertise to drive growth and strategic partnerships for the HBA network .
Reginald combines global marketing pedigree with deep operational roots in Northern Haiti. With a background managing strategies for brands like Starbucks and Monster Energy, he now applies that multinational discipline to the Fatima Group. His expertise is particularly strong in logistics and supply chain management; as the owner of Haiti Shipping Cargo, he oversees the complex daily operations and long-term expansion of shipping services between the US and Haiti. Reginald is committed to delivering exceptional service to strategic partners, helping bridge the gap between international standards and local business execution.
Managing Director, Human Development & Organizational Implementation, and Communication
Suze François joins the Executive Team and Advisory Board of the Haiti Business Accelerator (HBA), bringing over 18 years of expertise in corporate social responsibility (CSR), stakeholder engagement, and social impact investment. At the HBA, Suze leverages her extensive background to drive the organization's mission of fostering sustainable economic development and job creation throughout Haiti.
Currently the Founder and Principal at Mileus Global Consultancy, LLC, Suze advises organizations on navigating complex social impact landscapes. Her career includes a tenure at Walmart Stores, Inc., where she managed a $110 million portfolio for the Walmart Foundation, focusing on workforce development and women’s empowerment in global supply chains.
A prominent leader in the Haitian diaspora, Suze serves as the Head of Stakeholder Engagement and Conference Chair for the National Alliance for the Advancement of Haitian Professionals (NAAHP). Her commitment to Haiti is deeply personal and practical; as a social entrepreneur, she has directly invested in ventures that have generated over 50 microbusinesses in rural Haitian communities. Her unique ability to bridge high-level corporate strategy with grassroots economic empowerment makes her a vital asset to the HBA’s leadership.
Innovation and Entrepreneurial Development
Dr. Jerry Volcy serves as an Advisory Board Member and part of the Executive Team at the Haiti Business Accelerator (HBA). A veteran engineer, entrepreneur, and academic leader, Dr. Volcy brings decades of R&D and startup experience to the HBA. Currently, he is the Director of the Innovation Lab and Interim Chair at Spelman College, where he holds the prestigious Brown-Simmons Professorship.
Dr. Volcy’s career is defined by technical innovation and executive leadership. He previously served as the Chief Operating Officer of SoftWear Automation, a DARPA-funded robotic startup where he remains an advisor. His corporate background includes leading the Intelligent Machines and Controls Laboratory (IMAC) at Lucent Bell Labs and serving as the lead software engineer for Micron Optics. For over 15 years, he provided high-level engineering consulting to industries ranging from fiber optics to medical instrumentation.
A graduate of the Georgia Institute of Technology and a life-long tinkerer, Dr. Volcy holds two patents and numerous trade secrets. At the HBA, he leverages this deep technical and operational acumen to help Haitian entrepreneurs scale their innovations and navigate the complexities of the global market.

Sabine Bernard is a development finance specialist who connects mission-driven capital with high-impact projects. At the Haiti Business Accelerator (HBA), Sabine takes on Strategy for Funding and Institutional Relations with a keen focus on Africa and the middle east, where she leverages her expertise to bridge the gap between innovative development finance and private investors seeking measurable social and economic returns.
As the Founder and CEO of Smart Dev Global, Sabine has built a career structuring bankable initiatives across sectors such as health, infrastructure, and impact investing. She brings to HBA a robust track record of engaging governments, development partners, and private-sector actors to drive equity and long-term sustainability.
Sabine holds a Master of Global Public Health from New York University (NYU) and possesses deep international field experience in regions including West Africa and the Middle East. At HBA, she spearheads investor engagement and pipeline development, assisting in managing critical relationships with institutional investors, development finance institutions, and philanthropic funds to position the Accelerator as a trusted partner for blended finance and public–private partnerships.
Legal Counsel and Research Development
Dennis Kelly serves as a Senior Advisor and member of the Executive Committee for the Haiti Business Accelerator (HBA), leveraging decades of expertise in international law, cybersecurity, and artificial intelligence to drive economic resilience. A Harvard Business School MBA and Goldman Sachs Fellow, Mr. Kelly is the Staff Co-Lead for the HBA/HBS Foundry Project and previously served as Legal Advisor to the Republic of Haiti’s Secretary of State for Energy. His distinguished career includes roles as a Subject Matter Expert for the U.S. Department of Homeland Security, a 20-year tenure as Legal Advisor to the Government of Japan for the Southern U.S., and receipt of the FBI/InfraGard Lincoln Award. Currently the EVP of Security & General Counsel at Basin Street Technologies, Mr. Kelly focuses on deploying AI technologies and renewable energy microgrids to support sustainable growth in developing nations.
